The "conventional storage" service has a business model based around the accumulation of data volume bringing about an accumulation of revenue for the service provider - the more space occupied by items, the more revenue is generated. As a consequence, there has never been an incentive to reduce the volume of items through transcription or scanning as this reduces revenue for the contractor. Equally, a history of inconsistent indexation has introduced anomalies and a level of data duplication in catalogues, and this has provided customers with poor data accessibility.
